Driving While Black, DWB, is the name given to the nonexistent 'crime' of being a black driver.

It is probably a parody of Driving While Intoxicated (DWI). It refers to the idea that a motorist can be pulled over by a police officer simply because he or she is black. This concept stems from a long history of racism in the United States, United Kingdom, and other countries. It also may be a reference to racial profiling, as employed by many police forces.
